Background

The HANIS Back Record Conversion Project was initiated to scan and absorb the approximate 30,000,000 (Thirty million) hard copy fingerprint records, which are housed by the Department. Fingerprints of all persons applying for an Identity Document are taken during the ID application process and searched against the existing database. This is done to ensure that a person only comes into possession of one identity number. With the introduction of the Home Affairs National Identification System (HANIS), the fingerprints of all applicants were to be retaken and absorbed into the system. This automated searching will allow for faster and more accurate searching. Due to delays in the issuance of the Smart ID Card, the population of HANIS did not occur as expected, and it was decided that the existing hardcopy records would be converted from paper based images into digital images and subsequently absorbed into HANIS. The HANIS Back Record Conversion Project would accommodate this.

Benefits to Society

The scanning and absorption of the records, will remove the requirement for approximately 30,000,000 citizens to require full registration within HANIS as was previously the case. This will save significant time during future applications, specifically if a new ID Document, such as a smart card is to be issued to all citizens. The population of HANIS will also allow for on-line verification of citizens, which can additionally be extended to the Banking industry as well as other Government departments such as Social Development

Improvement to DHA Business Processes

The completion of the BRC Project will assist in a reduction in the time taken to process an application as the majority of citizens records will already exist within HANIS. The population of HANIS will also occur at a more stable pace, as the population will not be reliant on citizens availing themselves for registration. This will allow for the freeing-up of resources previously used for the manual searching of records.

  • Digitisation of records This portion of the project will be completed by mid July 2006
  • Absorption of records into HANIS This portion of the project should be completed by April
